Star Roulette (where?) [SOLVED]

I just saw that there's an event for Star Roulette at : http://5s.playsnail.com/forums/viewtopic.php?f=3&t=5612

My issue is that I have no idea where I can spin the roulette. Screen doesn't show it either.

Thanks a lot. Didn't know my client wasn't up to date. Had to run patcher as adminstrator. It's working now
